GENERAL SUMMARY/ OVERVIEW STATEMENT: Summarize the nature and level of work performed.




With general oversight from Administrative Manager for Research and the Director of the Steele Lab, incumbent is responsible for managing all phases of research grant and contract administration at the highest level of complexity within his or her portfolio. Incumbent works with PIs to develop grant submissions, performs budget forecasting, monitors fund statements and activity, resolves accounting issues, and functions as the liaison to grantor agencies and subcontracting institutions. Drawing on a broad understanding of Hospital, NIH, DoD, and sponsor policies and requirements, and displaying a high degree of initiative and independent judgment, the incumbent will collaborate closely with physician, scientist and departmental leadership to ensure that the research enterprise within the department runs smoothly and efficiently. Incumbent possesses a thorough knowledge of current MGH, NIH, DoD, and other research-related policies/procedures, guidelines and standards. Requires discretion and judgment to organize priorities, complete tasks and handle confidential information.



Background on Edwin L. Steele Laboratory for Tumor Biology (Steele Lab):




The Lab was founded in 1975 to establish a program in tumor pathophysiology. The research goal is to understand the vascular, interstitial and cellular barriers to the delivery and effectiveness of molecular medicine in solid tumors. The aim is to develop & test new strategies to overcome these physiological barriers for improved detection and treatment of primary and metastatic tumors. The mission is to translate these strategies from bench to bedside.

Today, the Steele Lab is regarded as a world leader in quantitative tumor pathophysiology and is recognized widely for the discovery that antiangiogenic therapies can "normalize" tumor vessels, thus improve oxygenation, drug delivery and treatment efficacy in animal models and cancer patients.

The Steele Lab uses a unique multidisciplinary approach to tumor biology and a tight integration between bench and bedside which are supported by three scientific cores: (1) Bioengineering & Microscopy (2) Molecular, Cellular & Histology (3) Animal & Surgery.

The staff of approximately 50 people includes eight principal investigators and numerous doctoral students, doctoral fellows, technicians and support staff.

The laboratory is primarily supported by grants from the DoD and NIH, including a PO1 Program Project Grant (Integrative Pathophysiology of Tumors) and a Bioengineering Research Partnership Grant (Probing Tumor Microenvironment with Nanotechnology). The philosophy of the laboratory is to seek and welcome collaborations with physicians and scientists in the Harvard-MIT community and worldwide.



PRINCIPAL DUTIES AND RESPONSIBILITIES: Indicate key areas of responsibility, major job duties, special projects and key objectives for this position. These items should be evaluated throughout the year and included in the written annual evaluation.




Financial Responsibilities:



Day-to-day management of the entire Steele Lab research portfolio, which includes over 40 individual funds. Works closely with Steele Lab Director and PI’s to manage this portfolio. Includes a DoD Breast Cancer Research Innovator Award & an NIH Program Project Grant (PO1), numerous NIH RO1s, R21s and other grants and fellowships. Participates in pre- and post- award management for all funds (grants and sundries) as needed, including developing budget, key personnel and other support components; informs the principal investigators on the allowable costs to be charged to the program; reviews proposals for submission, in coordination with principal investigators and Research Management. Works with principal investigators to maintain and perform duties related to fiscal and administrative compliance with institutional, Federal, private and industrial guidelines, terms and conditions. Performs funding analyses, including forecasting anticipated deficits/surpluses. Implements systems to monitor and analyze all aspects of grant management. Identifies, proposes and implements creative solutions to potential fiscal issues Reconciles monthly fund statements. Coordinates with Accounts Payable, Research Finance, Payroll, Contracting, and other departments as needed for identification of charges and resolution of errors. Also works with departments above as needed in executing purchase orders, contracts, eChecks, vendor/subcontract setup and other financial transactions as related to research project execution. Develops quarterly status reports of funds within portfolio and presents to Director of Business Operations. Meets with PIs frequently or as needed to review fund statements. Recommends and implements strategies for the resolution of financial overruns; Responsible for working with principal investigators to identify and resolve projected overruns and for resolving any deficits in a timely manner. Responsible for the timely closeout of expired projects; in conjunction with Research Finance, performs final review for sponsor compliance prior to project termination. Responds to audit questions and queries and maintains all records for potential audits, Supplies data to ensure sponsor compliance with grant policies and procedures. Coordinate the collection of Time & Effort' Reports for all sponsored activities.

Human Resources-related responsibilities:



Establishes effective working relationships with principal investigators, sponsor agency representatives, MGH/Partners research management staff at MGH and Partners, Human Resources/Payroll contacts, etc. Organizes and helps manage a process of communication and collaboration with grant funding institutions/industry that establishes effective cooperation among government, academia and the private sector. Responsible for relevant PeopleSoft transactions and duties for research staff (professional and weekly), including Earnings Distribution Changes, Salary Changes, Performance Evaluation entries and reminders, etc. Approves expense reports for costs charged to research funds in portfolio. Responsible for coordinating appointments research staff on-boarding including preparation of paperwork as related to hiring of weekly/BFT/professional/etc staff, including visas Assists PIs with other personnel-related inquiries; provides indirect oversight of all staff in the Steele Lab to ensure that they are compliant with hospital HR policies and procedures

Attends monthly RADG meetings and other hospital- and system-wide groups and task forces as requested and appropriate Participates in regular staff meetings and department-wide research meetings for research PI’s and staff Assists with other administrative duties and special projects as needed

Bachelor’s degree required and at least 3 years of direct grant management experience, post and pre-award. Prior experience working for a research laboratory highly desirable.

Required: Minimum of 3 years of directly related research management experience or hospital/research sponsored setting.

Required: Experience with managing large and complex research portfolios.
